Are Filipinos ready for automation? Let me give you some facts about the Autonomous Region in Muslim Mindanao (ARMM) then give your thoughts if the Philippines is ready for an automated election system (AES) as mandated by law (RA 9369 - Automated Election Law):
- The 2003 functional literacy survey of the National Statistics Office (NSO) showed ARMM as having the lowest basic literacy rate in the country, with 30 percent of its people aged 10-64 years old considered illiterate.
On a national level, one in 10 Filipinos can not read and write, according to the survey.- Ustadz Esmael Ibrahim of the Assembly of Darul Ifta of the Philippines said illiteracy in the ARMM is worst in Sulu, with 40 percent of its people unlearned.
In addition, according to reports, two voting technologies will be used in the ARMM elections - Direct Recording Electronic (DRE) in Maguindanao, and Optical Mark Reader (OMR) in Lanao del Sur, Basilan, Sulu, and Tawi-Tawi. More than 3,000 DRE machines and 156 OMR counting machines will be delivered to ARMM.
According to Comelec, “DRE uses electronic ballot, records votes by means of a ballot display provided with mechanical or electro optical components that can be activated by the voter, processes data by means of a computer program, records voting data and ballot images, and transmits voting results electronically.”
The automated ARMM election is a pretest to the 2010 Presidential elections in the Philippines. If this test succeeds, then for sure the Automated Election System will be used. If not, then maybe the Philippine government will consider going back to the “control” method which is the conventional election most Filipinos are used to or improve any weaknesses that will be identified in the implementation of the computerized election process.
This brings to mind the question, “How reliable can the computerized (automated) election system be?” knowing that anything electronic is much easier to falsify. Will the election finally put an end to the “dagdag-bawas” dilemma in our nation’s election results? Or, will the automation process make it much easier to fake election returns? Is the software in the machines in the automated election properly tested and proven bug-free? That we will find out after the ARMM elections. Let the “trial-and-error” in our election process begin on August 11, 2008.

ReplyDeleteI think we're not yet ready for the automated election system, because many of us, Filipinos are not yet computer literate. I suggest that we stick with the conventional voting system. with a pen and paper, just put additional security for each precint. -king cruz
ReplyDeleteWe are ready! Electric voting doesn't necessarily mean using the computer to vote.. It is no more difficult than using a softdrink vending machine or an atm.. With pen and paper voting, one zero will give away precious posts to evil men.. Computers however do better in math. They won't do mistakes with writing zeros.. and most importantly, they favor no politicians.. Sometimes dumb machines will benefit the poor Filipinos more than their "thinking" human counterparts.. God can use the lowly things on earth to shame the wise..

Technologically speaking, we are ready. It is no doubt that our country is also a technological country, even though we are not as updated as other countries in terms of cyber technology. So we have no problem in terms of technology, anytime we can make this system with good security.
ReplyDeleteThe problem is the people. We see positions in the government as a power source. Sure it is a power source, ,but they do not think the right definition of power. For us power is being wealthy than others, because for us, the source of power is money. And money can buy people. Money can buy the brains of people. And who are the ones who operate computers? I am saying that there are still chances of dirty tricks in this system. That the operators, programmers themselves or whichever we call them, could still be bought by money.
Ok, now if we say that we are technologically ready, and we have the honest and pure operators and programmers, how about the illiterate people? Based from the article 1 of 10 Filipinos are illiterate. 10%? So this 10% could be easily fooled because they do not know about computers?
This system could really boost the efficiency of voting. But we must first clear our values and stop being selfish so we could avoid corruption. It is us who made these machines after all.. so we are still in control..

ReplyDeleteBeing aware to the hackers that can manipulate the election is a big deal giving more attention about the security of every computer assign per voting booth is a priority to us Filipino most likely that we are not yet computer literate than any other nations people who want to manipulate the computers to be used on the election can hire people from other country that can hack our system because of their skills that they learn from their country that is more computer literate that Philippines...

ReplyDeleteI guess were ready. I think more than 80% of the Filipino poeple know how to use a computer and may easily learn if don't have idea how to vote using Automated Election System. Although we can't avoid those cheaters to cheat and may use they own way to lead. And some people are afraid to that system cause they don't have an idea and limit there selves to know and accept the changes.

Ahh. i think that it is good to have an innovation like this because programmers makes everything easier but when it comes to politics, this means a lot. i can say that if they used this machine; it shouldn't have a bug, easy to use and understand, and most of all the tallying of the votes should be 100% accurate since it is a high-tech machine. -mangmAgs

I guess, Philippines is not yet ready for this electronic voting..marami pang bagay na dapat bigyan ng unang pansin kesa dito.. and besides, ung mismong mga voters ba ay alam na ang paggamit nito kung sakali?? mahaba-habang proseso pa ang dapat gawin bago matutunan lahat ang ganitong bagay =)

ReplyDeletei think it will be better if the election is automated because there will be less probability for inaccuracy of the counting. though in everything there are advantages and disadvantages why not try new things, how can this country grow if we will not implement change. a sign of a healthy organization is change and an automated election is a change which i think is for the improvement of the system in our country.
ReplyDeleteWe are ready for it, but I'm still not convinced that we should have an automated election. There are a lot of factors to consider and test before we can truly say that it's time for change. So, I guess we should start now.
ReplyDeleteFurthermore, with what's happening in the past, the cheating and all that, we definitely need something better.
Automation has its own set of advantages and disadvantages, but nevertheless, the rewards totally make up for its shortcomings. Being too pessimistic about automation doesn't really help, however, it's never a bad thing to keep a watchful eye just to make sure we get the cleanest and fastest elections possible. I truly believe that automated elections should have been implemented ages ago. If we ever get this right this time around, chances are, big things will happen in our country, one of which, is respect and unity in the government, I believe the rest will follow.
ReplyDeleteOn the technical side, I don't see any reason why the usability of an electronic voting system should be of any concern, Philippines has a great pool of software and hardware developers/consultants/architects to make sure that the system is as easy and as simple as possible for "Juan dela Cruz". Security wise, same thing, we just have to make sure that the system is thoroughly reviewed, tested and watched over by a neutral party. Easier said than done right? If we have to pay good money to good people then so be it!!! We pay good money to corrupt people right? Why can't we give money to those who really want the best for the Philippines? The question is, actually: How do you know that the person you are voting will actually serve the country? That's for our people to decide.

Time will come that technology will conquer the globe, admit it, it makes everything easier! We need this system for more accurate and secured election. Literacy is not a problem, programmers can make the system easier for everyone to understand!
ReplyDeletei think that the government should go through with this computerized voting system. it would be more convenient compared to using pen and paper. the device would be able to speed up the counting of votes and this would also lessen chances of cheating. though there's a threat about hacking, still i think that we should try this out. there would always be people who would plan on doing this kind of things, but sooner or later they would all get caught. so, why not make life simpler for the filipinos? go on with the automated election system.
ReplyDeleteThe real issue is not about whether the Filipino people are ready for electronic voting or not. Instead, if this kind of votation is implemented will be the solution for votes-buying. If it does, then it should push through no matter if the people are literate or not. If it doesn't, then why spend big amount for this kind of system? Further, if only people are fair enough to vote for the just, and disciplined with their actions, then issues like this will be very easy to handle.
